The Royalty-Free Standards Project

If Free Software and Open Source are to implement industry standards, those standards must not include royalty-bearing patents and discriminatory licensing. We have successfully lobbied W3C, the World Wide Web Consortium, to reject royalty-bearing patents in its standards, and expect their final approval of a royalty-free policy shortly. Now, we must go on to other standards organizations like IETF. This is a very expensive process: W3C requires a quarter-time committment from its working group members, other organizations make similar demands. Perens has participated on the W3C patent policy board for more than a year, and has traveled extensively for meetings.
